Independent census freshness acceptance, 2026-10-27

ACCEPT exact candidate 13f1c27963df0037bba47acf035faec77f53898b for bounded source/CLI behavior. No concrete candidate defect found. Independent task branch only; integration is coordinator-owned.

The first behavior check uses the unchanged fc237edf independent attack assertions, exact pinned production census, original CLI 58bf809d and original declaration/layout fixture bytes. Only repository/candidate identity and output paths were adapted. After host.js is read, invalid align3 is appended. Original separate processes and combined production CLI both reject at embedded-wat with identical first compiler diagnostic and preceding JS gate output. Paths/stack frames vary; complete stderr is retained. The final portable production-first test also passes.

Freshness tests reuse the valid differential framework with independent added adversarial cases and real original processes. Twenty-five passing records include one superseded benign JS fixture; the final driver contains24 cases, with the original invalid-align case owned by production-first. Changes cover declarations, sizes, removals, malformed inputs, law providers/new discovery, JS creation/change/removal, WAT payload updates, manifest membership/removal and failure boundaries. Same-size/restored-time declaration, JS, manifest and WAT changes pass; law-provider content changes are also checked. Original status, gate stdout and compiler/scanner diagnostics are compared. The existing147 production CLI matrix passes violations and first-failure order, default/individual/record/unsupported behavior, baseline handling and sources API isolation. Its omission and discovery controls also pass. No inherited broad compiler/build suite was replayed.

Disabling layout input equality is detected by same-stat alignment; disabling declaration freshness is detected by removal; disabling manifest refresh is detected by a newly included duplicate payload. Each rejecting control exits1 for a differential assertion while the unmutated candidate passes. The changed-size stale-declaration control alone was insensitive and is retained honestly. Early fixture/setup assertion failures and their raw stderr remain in the archive. They were test-harness issues, not candidate defects.

Source inspection confirms layout memoization compares current concatenated law-global/declaration compiler input, after fresh law discovery, with shake key separation and fresh bypass. Declaration reuse is invocation-owned and follows layout validation. Each later consuming gate reloads manifest membership; JS discovery/text is read independently. Build commands remain --gate, gen-region-map --check, --build-gates, whose gates remain js-copies, embedded-wat, dup-payloads, hand-rolled. Original fixtures and scanner baselines were not edited. Source and test pins are in source-pins.json.

The unchanged exact-revision parent measurement receipts are reused. Their preload calls real compiler/collector functions and counts distinct parse results; source places parse reuse before the parse loop and compilation reuse after complete input reconstruction. Tiny-fixture reads10->5, parses2->1, compiles3->1 are evidence of that fixture only. Source counts are not full-build savings. CPU126.1068>90 and105.48018 rejections remain binding; emitted modules UNQUALIFIED/completeness UNKNOWN.

Recovery: checkout this acceptance branch using existing objects or the verified remote; restore durable evidence.tar.gz from scratch/usage-watch/airstrike-census-freshness-independent-accept-oct27. Run /usr/bin/node --max-old-space-size=512 test/acceptance/region-census-freshness-independent-oct27/production-first.cjs OWN_OUTPUT and freshness.cjs SECOND_OWN_OUTPUT. Reuse completed groups with --resume only for unchanged source and fixture pins. The archive retains owned wrappers and output fixtures; adapt paths, never execute donor wrappers. Canonical receipt.json binds final commit, new payload delta, operations, archive and publication.
